Smith to return to this place as a Recruiting Officer for Capt. Jno McKellar’s company. Col. Evans’ Reg’t, Partisan Rangers, now near Kinston. A favorable op portunity is now oflered to conscripts to volunteer and thus secure one hundred dollars bounty in addition to twenty-five dollars per month pay. This branch of the service is remarkably healthy as the trooper is kept constantly in metion. We have been in service eigh* months and have not lost a m.an by sickness. A correspondent of the New York Herald, writing from Memphis, says:— The most startling reports daily reach us of outrages by our soldiers all along the line of the Memphis and Charleston railroad. The Seventh Kansas regiment of cavalry are particularly men tioned as the perpetrators of outrages for which their officers ought to be dismissed from the ser vice. Fences are pulled down and burned, hogs, eattle and fowls' killed, horses and mitles stolen, houses burned, and piUage and rapine are their common, every day pursuits.
